Teen Cyclist Killed in Collision with Highway Vehicle in Town of Reading

Reading, N.Y. — A 19-year-old bicyclist was killed August 4, 2025, Monday morning after colliding with a Town of Reading highway vehicle at a rural intersection, according to the Schuyler County Sheriff’s Office.
Deputies say the crash occurred at approximately 8:57 a.m. at the intersection of County Route 29 and Spencer Road. An initial investigation determined that the bicyclist, identified as Emily Hoover, failed to stop at a posted stop sign on Spencer Road. She entered the intersection and struck the side of an oncoming highway department vehicle traveling along County Route 29.
Emergency responders from the Watkins Glen Fire Department, Schuyler Ambulance, and New York State Police rushed to the scene. Despite their efforts, Hoover was pronounced dead on-site.
Extensive Investigation Underway
The New York State Police Collision Reconstruction Unit and the State’s Commercial Vehicle Enforcement team were called in to assist with the investigation, which included a detailed reconstruction of the crash. Investigators examined the roadway, vehicle conditions, and other factors to determine the precise cause of the collision.
Officials say the driver of the highway vehicle remained at the scene and is cooperating fully with authorities. No charges have been filed at this time, and the Sheriff’s Office emphasized that the investigation is ongoing.
Community Reaction
News of the fatal crash has shaken the small Schuyler County community. The rural intersection where the accident occurred is well-traveled by local residents and farm vehicles, but bicyclists are also a common sight in the area, particularly during the fall season.
Hoover, just 19, was remembered by those who knew her as a vibrant young woman with her life ahead of her. While law enforcement has not released further personal details, community members have already begun expressing condolences to her family and friends.
Roadway Safety Concerns
Authorities have used the tragic incident as a reminder of the importance of roadway safety for both motorists and bicyclists. Intersections on rural roads can present unique hazards, especially where visibility is limited or stop signs are disregarded.
“Even one missed stop sign can have devastating consequences,” one local official said. “This tragedy is a sobering reminder for everyone—drivers and cyclists alike—to stay alert and follow all traffic laws.”
Sheriff’s Office Statement
In a statement released Monday afternoon, the Schuyler County Sheriff’s Office confirmed Hoover’s identity and offered condolences to her loved ones. The Sheriff’s Office also thanked the multiple agencies that assisted at the scene.
“This is a devastating loss of a young life in our community,” the statement read. “Our thoughts are with Emily’s family and friends during this incredibly difficult time.”
The investigation into the crash remains active.
